Can anyone tell me why the Dexter is still not listed as a native breed?

Aalthough it is not very clear from the RBST website (looks good superficailly but not great when scrutinised) just what we are looking at. I think these are the breeds on their watch list. I always think the RBST has made little noise about the success of the Dexter which was very much a rare breed and should be hailed as a success with RBST taking at least some of the credit.
