Electric Fence Under Attack!

I setup an electric fence 2 years ago, we have a busy road 1 side and a loch the other side. Anyway last year I positioned the energiser with a solar panel in a good location away from the cows and with a good sunny location, problem being it was near the road and someone took both the energiser and solar panel!
Solution 2- I took the energiser away from the road and the only local place was near the loch, given that it has not stopped raining for the last week when I checked it, it was 2 foot under water! After wading in and rescuing it (it still works once I dried it out) I then found that otters(I think) have chewed all of the wires.

I'm now not sure what do next, perhaps I should get a solicitor in-case the otters decide to sue me for damaging their teeth on the wire! Any other advice welcome.

I know the dilemma, although we've always got the energiser out before the waters came up before, but we did have to let the fence go under in 2012. I was worried that it would have been swept downstream by a passing branch, but the only damage was weed wrapped around the wires. Perhaps an otter-proof box with the panel on a tall pole with some ducting to protect the wires? Easier to protect against otters than thieving scrotes.

I think it's Rutland Fencing that do a lockable metal box that you can put an energiser in. That would be otter proof.
Alternatively I have had a couple of people tell me that you can get a metal box that the energiser sits in, and a remote to turn on the energiser, which then makes the box itself live too. You can't steal the energiser because the whole thing is live. However, no one seems to know who makes it, and I've briefly searched online and can't find it. But maybe worth looking out for.
