Woolly Steer

I have two steers approx 18 months old born within a month of each other. They have never been apart and fed/grazed exactly the same yet the elder of the two is only just coming into his summer coat. This didn't happen last summer, but his mother still has a big udder and I'm wondering if perhaps he's still sneaking the odd slurp and this has something to do with it. Any ideas anybody ?
