Dexter Judges to be culled?

I've heard recently that all Show Judges currently on the DCS list of approved judges have received a letter in which they are asked to submit a signed statement of their date of birth.
The reason for this, apparently, is that the DCS have been unable to obtain insurance for judges over the age of 70.
This seems slightly bizarre for two reasons;
1. Isn't it the responsibility of the host show to provide insurance for officials at their show? and
2. Many other Breed Societies use judges who appear to be over the age of 70.
Surely the Society should be pursuing all avenues to ensure that we are able to retain judges who have a wealth of experience both inside the show ring and on their holdings?
This must be a situation which can be resolved?
