One of my cows is attracting the attention of the bull. but she only calved 21 days ago.
That seems not long enough.

is that a problem?

She could well be in season, but the chances of holding will be fairly low. No harm if she does as long as you are ok for her to be calving much earlier next year than she did this year. Many cows will still be a bit messy in the uterine department at 21 days and will not conceive, but it is by no means impossible.
